Accountability & Transparency   

David believes Accountability and Transparency is needed in all parts of government, from our finances to our public services, to our legislative processes.


As Treasurer David fought for increased transparency and separation of duties in our finance department, and as Councilman he plans to bring that same standard to the city's legislative processes.


This process starts with making information easily accessible to our residents, and making city officials easily accessible to residents.  I am proposing Hawthorne has an App that can disseminate important information throughout the community, and allow the community to communicate directly to City Hall and the Police Department.


Hawthorne must also involve the community in budgeting process.  How our budget is set must be open, transparent, and have the input of the residents.


Our city must work for the benefit of all its residents.

Community Development

Taking care of our residents and small businesses during this global pandemic is a key priority.  This includes increased access to COVID-19 testing, expanding our renters assistance programs, preventing evictions due loss of income due to the pandemic, limiting how fast rents can increase, and SBA loan support for our small businesses.


Home ownership has always been a cornerstone of building wealth and strong communities.  I will work to create a robust first-time home buyers program , and create an incentive program to convert more apartments to condos, so that more of Hawthorne renters can become homeowners.


It is also time for a cleaner Hawthorne.  Our Shopping Centers must be held accountable for the safety and cleanliness of the parking lots, and alleyways.  I am proposing Hawthorne have its own app where citizens can report illegal dumping to the city, as well as easily request Republic Services to pick up trash and bulk items.


As the city moves forward with its plan to repave our main streets, I will fight for proper street light placements to reduce speeding, and upgrading the planters in our main streets to have beautiful, easy to maintain native plants.

Responsible Development

David believes Economic Development, retail, hotels, shopping, dining, entertainment are the keys to job growth, and economic growth within our city. It's time Hawthorne eliminated the red tape to start a business, and provided an easy pathway to get all required permits and approvals.  Hawthorne must become a business friendly city, and proactively pursue the businesses we want to see open up in our city. 


With the increase of economic activity happening in neighboring cities, Hawthorne has the opportunity to capture a tremendous amount of revenue through attracting premium hotels (such as Hilton brands), restaurants, and shopping options.


"As Councilman I will prioritize commercial development, focusing on the revitalization of Hawthorne blvd.  Its time Hawthorne had a Trader Joe's or a Whole Foods in our community.  Its time we created a plaza of attractive sit-down restaurants to give our residents and visitors great dining options.


And as the demand for housing increases in our state and our region, we must require any new residential development have adequate parking, and incentivize the development of senior housing projects within our city, providing our seniors with nice and affordable housing options."
